Chi City Legal was founded in 2016 and burst into the field of Chicago landlord-tenant law as a law firm dedicated to assisting small and medium sized landlords in the Chicago area who would otherwise navigate the eviction process as self-represented litigants.
Chi City uses off-the-shelf technology to increase transparency and decrease costs. The technology reduces the friction between landlords and the legal system, and allows Chi City to increase the scale of services provided as it leverages the resources of two attorneys to run a bulk practice. Chi City’s goal is two-fold: (1) to provide cost-effective legal services for an underserved community; and (2) to serve as a model for small law firms to compete in a new era.

John Norkus, Partner
He is the legal brains behind Chi City Legal’s landlord operations. John graduated from Loyola University of Chicago Law School and has since dedicated is career to landlord-tenant law.
He is a proud alum of the Chicago Bar Foundation’s Justice Entrepreneurs Project and performed pro bono activities with the Lawyer’s Committee for Better Housing (LCBH). John currently serves on LCBH’s Young Professionals Board.
Conor Malloy, Partner
He is a newcomer to landlord-tenant law and dedicates much of his time to developing Chi City Legal’s technology. Conor is a graduate of the Illinois Institute of Technology College of Law.
Conor is a Super Lawyer’s Magazine Rising Star for 2016, 2017 and 2018, which recognizes 2.5% of attorneys in the state. He also serves as Chair for the Chicago Bar Foundation’s Court Technology Committee.
